SAIL Plans ₹35,000 Crore Greenfield Integrated Steel Plant at Durgapur, West Bengal; Second Unit of Durgapur Steel Plant Proposed Near Andal Airport
SAIL has submitted a proposal to the Union Steel Ministry for a second integrated greenfield steel plant under its Durgapur Steel Plant (DSP) in West Bengal, with an estimated investment of ₹35,000 crore.
The proposed facility, planned on 900 acres at B-Zone Shobhapur near Durgapur, is expected to have a capacity of 3–5 million tonnes per annum. It would be the first major new greenfield steel plant in the region in nearly 67 years. Preparatory work such as land surveys and tree clearing has already begun, and the DPR has been submitted for government approval. Final clearances from the CCEA, environmental authorities, and tendering processes are still pending, so construction is at least a year away.
The proposal is part of a broader steel expansion plan in the Asansol–Durgapur industrial belt, including expansions at SAIL’s Burnpur plant and a potential unit at Andal, collectively valued at around ₹80,000 crore. In parallel, DSP is also undergoing a ₹1,200 crore brownfield upgrade to improve its bar and rod mill capacity and produce thinner TMT bars.
The project benefits from strong regional advantages such as proximity to water sources, coal reserves, an existing industrial workforce, and planned rail connectivity, making it a key part of India’s long-term steel capacity expansion strategy.
