Modi Dedicates ₹79,450 Crore HPCL-Rajasthan Greenfield Refinery-Cum-Petrochemical Complex at Pachpadra, Unveils ₹1.06 Lakh Crore Rajasthan Projects
Prime Minister Narendra Modi dedicated to the nation the HPCL Rajasthan Refinery Limited (HRRL) at Pachpadra in Balotra district, described as India's first greenfield integrated refinery-cum-petrochemical complex. The facility has been developed as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, with an investment of over ₹79,450 crore.
The complex has a refining capacity of 9 MMTPA and a petrochemical capacity of 2.4 MMTPA, with a Nelson Complexity Index of 17.0. It integrates refining and petrochemical production and is intended to anchor the development of a petrochemical and plastic park in the region, supporting downstream and ancillary industries.
The refinery dedication formed part of a wider package of projects worth around ₹1.06 lakh crore dedicated, inaugurated or foundation-laid by the Prime Minister in Balotra. In the renewable energy segment, SJVN's 1,000 MW Bikaner Solar Energy Project, developed at an investment of around ₹5,500 crore, was dedicated, alongside the inauguration of NHPC's 300 MW Karnisar Bikaner Solar Power Plant.
A transmission line built at a cost of over ₹1,900 crore for evacuating power from the Rajasthan Renewable Energy Zone was also inaugurated, and the foundation stone was laid for a 530-km transmission system to facilitate renewable energy integration in the region.
The package additionally covered rail and road works, including the Churu-Sadulpur (58 km) and Churu-Ratangarh (46 km) rail doubling projects built at a cost of around ₹900 crore, and the four-laning of the NH-125A Jodhpur Ring Road Section-II (Karwar-Dangiyawas), built at a cost of about ₹740 crore.
