JSW Infra to Develop 52 MTPA Captive Jetty at Jatadhari, Odisha, for ₹2,100 Crore
JSW Infrastructure Limited, through its wholly owned subsidiary JSW Jatadhar Marine Services Pvt Ltd, has taken over development of a proposed 52 million tonnes per annum (MTPA) captive jetty in Odisha, following a novation agreement with JSW Utkal Steel Ltd approved by the state government. The jetty will be developed at the Jatadhari river mouth in Jagatsinghpur district.
The facility will support JSW Steel's upcoming 13.2 MTPA greenfield integrated steel complex being developed near Paradip by JSW Utkal Steel, at an estimated investment of around ₹1 lakh crore. The jetty will be built under the Build, Own, Operate, Share and Transfer (BOOST) model at a cost of more than ₹2,100 crore, and is expected to create around 3,450 jobs during construction and operation.
The dedicated marine facility will handle imports of raw materials as well as exports and domestic movement of finished steel products, reducing logistics costs and turnaround time for the steel complex. The steel plant, spread over a 2,678-acre site at Dhinkia, includes two blast furnaces, a 900 MW captive power plant, and a 10 MTPA cement grinding unit, with production expected to begin by 2029.
The jetty project is part of JSW Group's broader investment plans in Odisha, which include two additional proposed steel facilities of 6 MTPA capacity each in Keonjhar and Dhenkanal districts, at an investment of ₹35,000 crore each. The Dhenkanal facility is planned as a 50:50 joint venture between Saffron Resources Pvt Ltd, a JSW Steel subsidiary, and South Korea's POSCO Group.
The Odisha Cabinet had earlier approved the jetty agreement in May 2025 under the state's Port Policy 2022, and the transfer of development rights to JSW Infrastructure's subsidiary was completed on 18 June 2026.
