Uttar Pradesh Cabinet Approves ₹200 Crore Ethanol Plant at Closed Sugar Mill in Mathura and ₹1,008.67 Crore Six-Lane Chitrakoot Link Expressway

Distillery Sep 16,2026

The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, has approved an ethanol plant at the closed sugar mill in Chhata tehsil, Mathura district. The mill has been shut for 19 years. The plant will cost about ₹200 crore and produce 3.96 crore litres of ethanol a year from sugarcane and paddy. It will run for about 11 months a year. The state expects the Chief Minister to lay the foundation stone later this year.

Sugarcane availability in the area is too low to restart sugar production, so the state will start with ethanol. Corn and rice will be alternative feedstocks once cane supplies run out. The mill site covers about 96 acres, where warehouses and a complex will also be developed. Sugar production will follow once enough cane is available.

The Cabinet also cleared a revised project proposal for the Chitrakoot Link Expressway. It will be a 15.172 km, six-lane, access-controlled greenfield expressway built on an engineering, procurement and construction (EPC) basis. The estimated cost is ₹1,008.67 crore, fully funded by the state government. A global tender will be floated to select the construction agency.

Other approvals include new bus stands at Shohratgarh and Barhni in Siddharthnagar district and Sawayajpur in Hardoi district, on land provided by the revenue department. The Cabinet also approved a National Security Guard regional centre at Milkipur, Ayodhya, and a new university in Aligarh. The source gives no cost or timeline for these projects.
