Tata Power to Set Up ₹6,675 Crore 10 GW Solar Ingot-and-Wafer Plant at Gopalpur, Odisha
Tata Power Renewable Energy Limited (TPREL) has finalised Gopalpur, Odisha, as the site for its planned 10 GW solar ingot-and-wafer manufacturing facility, choosing the location over Andhra Pradesh. The Odisha Cabinet has approved TPREL's proposal to set up the facility, which will be located within the Gopalpur Special Economic Zone in Ganjam district, on land already acquired and cleared under Tata Steel's SEZ.
The project carries an estimated investment of ₹6,675 crore and will be developed in two phases of 5 GW each. Company officials said work is scheduled to begin around October 2026, with the first 5 GW phase targeted for commissioning by January 2028 and the second phase following roughly six months later.
The Odisha government's incentive package for the project reportedly includes a capital investment subsidy of around 30%, a 20-year waiver on electricity duty, and a power tariff subsidy of ₹2 per unit, in addition to the readily available SEZ land. These terms, along with proximity to Gopalpur and Paradeep ports and lower power costs, were cited as decisive factors in the state selection over Andhra Pradesh.
The facility will produce ingots and wafers, key backward-integration inputs for Tata Power's existing solar cell and module manufacturing operations, which currently stand at 4.3-4.55 GW of installed capacity. The company has said this capacity is running at full utilisation and is not being expanded separately, with the new Odisha plant intended to strengthen its upstream supply chain instead.
The project is part of a broader push toward domestic solar manufacturing capacity in India, aimed at reducing reliance on imported ingots, wafers and cells. Company executives have also pointed to export potential, particularly to Europe, where policy is increasingly favouring non-Chinese solar supply chains.
