Paradeep Phosphates Signs MoU With Odisha Government to Invest ₹4,750 Crore in New Chemical Plant and Bio-Fertiliser Facility

Paradeep Phosphates Limited (PPL) has signed a Memorandum of Understanding with the Government of Odisha. The company plans to invest ₹4,750 crore in new manufacturing facilities in the state. The MoU was signed at India Chem 2026 in the presence of Chief Minister Mohan Charan Majhi.

The proposed investment covers a new chemical plant and a bio-fertiliser manufacturing facility. The company has not said how the ₹4,750 crore will be split between the two. Reports also mention initiatives to improve farm productivity as part of the plan.

N. Suresh Krishnan, Managing Director and CEO of PPL, signed for the company. Hemant Kumar Sharma, Additional Chief Secretary, Industries, signed for the Odisha Government.

The commitment is higher than the ₹4,000 crore MoU PPL signed with the state in January 2025. That earlier agreement covered phosphatic fertiliser capacity expansion, port and jetty infrastructure, and related facilities. The new MoU widens the scope to specialty chemicals and bio-fertilisers.

PPL operates manufacturing units at Paradeep in Odisha and Zuarinagar in Goa. Available reports do not give the plant locations, capacities, products, construction schedule or commissioning date for the new facilities.
