Jammu & Kashmir Government Discloses ₹1,500 Crore Investment Commitments via Four MoUs; Industrial Land Allotment Ongoing

The Jammu and Kashmir Industries and Commerce Department has disclosed investment commitments of ₹1,500 crore through four major MoUs signed with private companies since 2021, in a written reply to the Legislative Assembly responding to a question from MLA Waheed-ur-Rehman Parra.

 

The MoUs cover proposed investments of ₹200 crore by Apollo Hospitals Enterprise Limited (signed December 28, 2021, with land already allotted), ₹300 crore by Haldiram Snacks Private Limited (signed December 27, 2021, though the company later surrendered its allotted land), ₹700 crore by Sintex Advance Plastic Limited (signed during the 2024 Vibrant Gujarat Global Summit, with land allotted), and ₹300 crore by Yida Chemicals Pvt Limited (also signed at the 2024 summit, though the company did not proceed with the proposal).

 

Separately, the department signed an MoU with the National Stock Exchange during 2025-26 to promote trade and investment among MSMEs in the union territory, and another MoU in 2026-27 under the central Tex-RAMPS scheme of the Ministry of Textiles.

 

Under the J&K Industrial Policy 2021-30, eligible units receive turnover incentives, subsidies for equipment and pollution-control measures, and exemptions from stamp duty and court fees on land transactions in government industrial estates. Industrial land in notified estates is being offered at subsidised rates of ₹2.50 lakh to ₹8 lakh per kanal, depending on zone and plot size.
