Centre Invites Bids Under ₹3,030 Crore BHAVYA Rasayan Scheme for Three Mega Chemical Parks
The Central Government has opened the bidding process for state governments to compete for hosting three dedicated chemical parks under the Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan) Scheme. The scheme, approved by the Union Cabinet with a financial outlay of ₹3,030 crore, will run for five years from FY 2026-27 to FY 2030-31, and is implemented by the Department of Chemicals and Petrochemicals.
Of the total outlay, ₹3,000 crore is earmarked for developing common infrastructure facilities and basic utilities inside the parks, including centralised effluent treatment, hazardous waste disposal, water supply and steam generation networks, with the remaining ₹30 crore allocated for administrative expenses.
State governments will compete through a Challenge Route to secure selection for the three parks. The Centre will provide financial assistance of up to ₹1,000 crore per park, subject to a minimum matching contribution of ₹500 crore from the concerned state government. Each proposed chemical park must be developed on a minimum contiguous area of 2,000 acres (8 sq km) of encumbrance-free land, and the parks may be either greenfield or brownfield depending on the state's selected site.
While the Centre's support is limited to shared infrastructure, actual investment in each park is expected to be significantly higher, with officials estimating total investment per park in the range of ₹20,000 crore to ₹50,000 crore once anchor tenants and downstream units are established.
The parks are intended to serve chemical, petrochemical, downstream and ancillary industries, providing plug-and-play infrastructure that lowers capital costs for individual manufacturers by offering shared logistics, utilities and testing facilities, similar to the model used under India's Bulk Drug Parks and Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) frameworks.
