BPCL's ₹1.03 Lakh Crore Greenfield Refinery and Petrochemical Complex Near Ramayapatnam Port in Nellore Gets Environmental and CRZ Clearance Recommendation

The Expert Appraisal Committee (EAC) under the Ministry of Environment, Forest and Climate Change has recommended environmental clearance and Coastal Regulation Zone (CRZ) clearance for Bharat Petroleum Corporation Limited's (BPCL) greenfield refinery and petrochemical complex in Nellore district, Andhra Pradesh. The EAC's recommendation is generally accepted by the government and leads to the grant of the clearances. This allows BPCL to begin construction at the site near Ramayapatnam Port.

 

The project has a capacity of 9 million tonnes per annum (mtpa) and will be built on 5,200 acres. BPCL has estimated the project cost at ₹1,03,408 crore. The capital cost of the Environment Management Plan is ₹3,022 crore. The company has also proposed ₹54 crore for Corporate Environment Responsibility activities in surrounding villages.

 

The product slate includes 5.4 million tonnes of transportation fuels such as petrol, diesel and ATF, and 3.2 million tonnes of petrochemicals. The refinery will also produce naphtha, LPG, bitumen, fuel oil and propylene. The petrochemical unit will produce polypropylene, PVC, LDPE, phenol and acetone, among other products. The complex includes planned zones for green hydrogen and renewables, and a large marine crude oil terminal linked to Ramayapatnam Port.

 

Utility requirements are 225,648 cubic metres per day of freshwater, to be met from a desalination plant drawing 624,000 cubic metres per day of seawater through two intake pipelines. Power demand is 770 MW, of which 185 MW will come from a captive power plant and 585 MW from the grid. BPCL will develop 1,563 acres of greenbelt, which is 30 per cent of the project area. Engineers India Limited is the project consultant. The Andhra Pradesh Pollution Control Board held the public hearing in December 2025, and no litigation is pending against the proposal.
