Visakhapatnam Port Authority Invites Bids to Upgrade Golden Jubilee Hospital to 300-Bed Super Specialty Facility Under PPP

Visakhapatnam Port Authority has floated a tender for the upgradation of its existing 80-bed Golden Jubilee Hospital at Kailasapuram into a 300-bed multi-disciplinary super specialty hospital. The project is to be executed under a Public-Private Partnership (PPP) model, on a Design, Build, Finance, Operate and Transfer (DBFOT) basis.

The tender, with an estimated total project cost of approximately ₹212.99 crore, requires bidders to submit an Earnest Money Deposit of ₹2.51 crore along with a tender fee of ₹35,400. The bid process is being conducted through the Port Authority's e-tendering portal.

The upgrade follows clearance from the Ministry of Ports, Shipping and Waterways for converting the facility from its current scale to a larger super specialty hospital, intended to expand healthcare capacity for port employees, pensioners, and the surrounding community.

The proposal has drawn opposition from port worker unions, including the United Port and Dock Employees Union and the Visakhapatnam Dock Labour Board and Dock Workers Union-CITU, who have raised concerns over privatisation of the existing hospital under the PPP structure and its impact on healthcare access for port employees.
