Submer India and BSNL Tower Corporation Sign MoU to Explore Sovereign AI-Ready Data Centres and Edge Infrastructure Across India

Infrastructure Oct 12,2026

Submer India Private Limited and BSNL Tower Corporation Limited (BTCL) have signed a Memorandum of Understanding to explore sovereign, AI-ready data centre infrastructure across India. BTCL is a wholly owned subsidiary of Bharat Sanchar Nigam Limited (BSNL). The MoU was signed at India Mobile Congress 2026.

The parties will also evaluate whether BSNL premises and data centre facilities can be converted into distributed edge infrastructure. BTCL will coordinate access to the relevant BSNL premises and data centre facilities for technical and commercial feasibility studies.

BSNL says the arrangement combines its nationwide network and strategic facilities with Submer’s expertise in advanced data centre systems. The aim is to give government bodies and enterprises a route to adopt AI while keeping performance, security and data sovereignty.

The source does not give an investment amount, capacity, sites or timeline. The MoU is exploratory, and project scope will depend on the outcome of the feasibility studies.
