NPCIL and GSECL Sign MoU for New Nuclear Power Project in Gujarat, with Proposed Dhuvaran Site of About 4,000 MW

Nuclear Power Corporation of India Limited (NPCIL) and Gujarat State Electricity Corporation Limited (GSECL) signed a Memorandum of Understanding on 1 October 2026. The MoU covers new nuclear power projects in Gujarat. It was signed at Gandhinagar in the presence of Gujarat Energy and Petrochemicals Minister Rushikesh Patel.

 

Under the MoU, the two organisations will share information, identify potential sites and assess their technical suitability. GSECL will assess land availability and supporting infrastructure. NPCIL will carry out site surveys and technical studies and provide expert guidance. The agreement marks GSECL's first entry into the nuclear power sector.

 

Reports citing the state government name Dhuvaran in Anand district as the proposed site. The project is expected to add about 4,000 MW and involve potential investment of nearly ₹1 lakh crore. An earlier report put the feasibility range at 4,200 MW or 7,000 MW with an estimated investment of ₹1.25 lakh crore to ₹2.25 lakh crore. The Gujarat government has constituted a high-level committee to coordinate the feasibility exercise.

 

The assessment will examine seismological conditions, geotechnical characteristics and availability of water for reactor cooling. Gujarat's existing nuclear capacity is the 1,840 MW Kakrapar project in Tapi district. The Gujarat government said the nuclear projects would operate under the SHANTI Act, 2025.

 

India has 24 operable reactors with nearly 8 GWe of capacity and has set a target of 100 GWe of nuclear capacity by 2047. The Dhuvaran project is at the feasibility stage, so EPC and equipment opportunities depend on site clearance and approvals.
