The Kerala government expects investments of around ₹10,000 crore in the first phase of maritime sector projects being developed under its Mission Samudra initiative. Chief Minister V D Satheesan said the figure represents the state's total investment target across multiple projects and investors in the sector, rather than a single confirmed proposal.

Among the specific initiatives taking shape is a proposed joint venture between state-owned Malabar Cements Ltd and Artson Engineering Ltd, a Tata Projects subsidiary, for a vessel-building project linked to Cochin Port. Some issues related to this project remain pending, according to the Chief Minister.

The state is also facilitating discussions on ship repair and maintenance facilities, along with plans to establish an Oceanarium and an International Maritime Museum in Kochi as part of its broader maritime development push. Several additional port-sector investment proposals are under examination, with their economic models currently being evaluated.

The maritime investment drive is intended to complement the growth of the Vizhinjam International Seaport and build an integrated ecosystem spanning shipbuilding, ship repair, marine engineering and allied industries in the state.
