India's First Large-Scale Biopolymer Plant by Balrampur Chini Mills Set for October Launch in Lakhimpur Kheri, UP
India's first large-scale biopolymer plant, being built at an investment of ₹3,080 crore in Uttar Pradesh's Lakhimpur Kheri district, is likely to become operational in October 2026, according to district officials. Kheri District Magistrate Anjani Kumar Singh inspected the under-construction facility and reviewed its progress ahead of the proposed launch.
The plant is being developed at the Kumbhi sugar unit of Balrampur Chini Mills in Gola Gokarannath. It will convert locally grown sugarcane into sugar, and subsequently into Polylactic Acid (PLA)-based bioplastic, with the entire manufacturing process taking place on a single campus. The facility is also designed to feature zero liquid discharge technology.
Uttar Pradesh Chief Minister Yogi Adityanath laid the foundation stone for the plant on February 22, 2025, at a stone-laying ceremony where Balrampur Chini Mills signed an MoU with the state government worth ₹2,850 crore. The investment was described at the time as the first of its kind in the country.
Officials said commissioning is scheduled for October 2026, with commercial production of biodegradable products expected to begin in November 2026. The project links Uttar Pradesh's existing sugarcane processing base with PLA manufacturing, a biodegradable thermoplastic used in packaging, cups, plates and bags.
