HRRL Advances ₹79,459 Crore Greenfield Refinery-cum-Petrochemical Complex at Pachpadra, Rajasthan
HPCL Rajasthan Refinery Limited (HRRL) is developing India's first Greenfield integrated refinery-cum-petrochemical complex at Pachpadra, Rajasthan. The project involves an investment of ₹79,459 crore, placing it among the country's largest energy infrastructure developments.
The facility has been designed with a refining capacity of 9 million metric tonnes per annum (MMTPA), aimed at meeting domestic demand for transportation fuels and petrochemical feedstocks. It will carry a Nelson Complexity Index of approximately 17, positioning it among the more technologically advanced refineries in India.
The complex also carries a Petrochemical Intensity Index of 26, reflecting a significant focus on value-added petrochemical output alongside fuel production. This integrated refinery-petrochemical design is intended to support India's downstream chemical industry.
The project is expected to increase domestic refining capacity and reduce reliance on imported petroleum products and petrochemicals. It is also anticipated to draw downstream chemical and petrochemical industries to the region, supporting development of an integrated manufacturing ecosystem in western India.
Construction of the complex is ongoing. Once completed, it is expected to add to India's refining and petrochemical infrastructure and contribute to employment generation across the associated value chain.
