Gujarat Invites EOIs for ₹45,000 Crore Maritime Push: 3 Greenfield Shipyards, Mega Shipbuilding Cluster and 6 New Ports
The Gujarat Maritime Board (GMB) has invited Expressions of Interest (EOIs) for a large-scale maritime infrastructure expansion covering three greenfield shipyards, an Integrated Mega Shipbuilding Cluster, and six new greenfield ports along the state's coastline. The projects are spread across more than 4,500 hectares.
The proposed shipyards, expected to attract investments exceeding ₹35,000 crore and offer a combined annual shipbuilding capacity of approximately 3 to 3.9 million gross tonnes (GT), are planned at Mithapur (Devbhumi Dwarka), Ghogha (Bhavnagar) and Vadhera (Amreli). The Integrated Mega Shipbuilding Cluster is proposed at Kuchhadi in Porbandar, spread over around 823 hectares with a 2.7-km waterfront, envisioned as an ecosystem for shipbuilding, ship repair and marine ancillary industries.
Separately, GMB has proposed six new greenfield ports at Nana Layja (Kutch), Vadhera (Amreli), Vadodra Jhala (Gir Somnath), Damka (Surat), Lakhanka (Bhavnagar) and Bhogat (Devbhumi Dwarka), spanning nearly 3,200 hectares. These ports are estimated to attract around ₹10,000 crore in investment, with an initial handling capacity of 5-10 MTPA, following preliminary feasibility studies on marine conditions, cargo potential, industrial hinterland and connectivity.
The port projects will be developed under the Build, Own, Operate and Transfer (BOOT) model, with indicative concession periods of 30 to 50 years, subject to the final bidding process. Submissions for the EOIs are due by September 21, 2026.
The initiative is expected to be showcased at the Vibrant Gujarat Global Summit 2027, as part of the state's broader strategy to expand its position as India's leading maritime and shipbuilding hub.
