BPCL's ₹1.45 Lakh Crore Greenfield Refinery-Petrochemical Complex Advances Near Ramayapatnam Port, Andhra Pradesh
Bharat Petroleum Corporation Ltd (BPCL) is developing an integrated greenfield oil refinery and petrochemical complex near Ramayapatnam Port, located between the Prakasam and Nellore districts of Andhra Pradesh. The project's estimated cost has risen to ₹1.45 lakh crore, up from the original estimate of ₹95,000 crore approved in September 2025, an increase attributed mainly to higher land acquisition and plant and machinery costs.
The complex will have a processing capacity of 9 million tonnes per annum (MTPA), producing Euro-6 compliant transportation fuels — including petrol, high-speed diesel and aviation turbine fuel — with a combined output of about 5.4 million tonnes annually. It will also yield nearly 3.2 million tonnes of petrochemicals and downstream products such as HDPE, LDPE, LLDPE, polypropylene and PVC.
Andhra Pradesh Chief Minister N. Chandrababu Naidu met BPCL Chairman and Managing Director Sanjay Khanna to review progress and directed the company to expedite construction. The Chief Minister also proposed that BPCL jointly develop a downstream petrochemical park spanning approximately 1,500 acres adjacent to the refinery, in partnership with the Andhra Pradesh Industrial Infrastructure Corporation (APIIC).
The state government has handed over around 75 percent of the 6,000 acres of land required for the project, with the remaining parcel expected to be transferred by the second week of October. Final environmental clearance is expected by end-September, and the project's investment cost is likely to be finalised in October, following submission of a detailed study report by Engineers India Limited (EIL). Construction is expected to begin once this process is completed.
