Odisha Signs Pact with IFC to Build ₹20,000 Crore Infrastructure PPP Project Pipeline
The Odisha government has signed a Transaction Advisory Services Agreement (TASA) with the International Finance Corporation (IFC), the World Bank Group's private-sector investment arm, to build a pipeline of public-private partnership (PPP) infrastructure projects worth nearly ₹20,000 crore. The agreement was signed in Bhubaneswar in the presence of Chief Secretary Anu Garg.
Under the one-year agreement, IFC will help identify, structure and prepare around 20 bankable PPP projects with a combined investment potential of about $2 billion. Odisha is the first Indian state to sign such an agreement with IFC, according to state officials.
The proposed project pipeline will span renewable energy, power transmission, logistics and transport, urban infrastructure, and electric mobility. IFC will provide transaction advisory support, including project evaluation, structuring and preparation, to ensure the projects are commercially viable and attractive to private investors.
Chief Secretary Anu Garg said the partnership would strengthen Odisha's PPP ecosystem and support the state's Viksit Odisha 2036 development vision by mobilising private capital for infrastructure development. Shalabh Tandon, IFC's Regional Head of Operations and Acting Regional Director for South Asia, said the collaboration was among the corporation's key priorities in the region.
The agreement is intended to position Odisha as a model for leveraging international advisory expertise and private capital in large-scale infrastructure development, as the state moves to reduce its dependence on public expenditure for future capital projects.
