Maharashtra launches 300MW/600 MWh battery storage tender

Maharashtra State Electricity Distribution Co. Ltd (MSEDCL) has invited­ proposals to set up standalone battery energy storage systems (BESS), connected with the State Grid, for an aggregate capacity of 600 MWh (300 MW x 2 hours) in Maharashtra.

The selection of BESS projects for a total capacity of 600 MWh will be carried out through e-bidding followed by e-reverse auction process. The minimum bid size is 100 MWh, i.e., 50 MW x 2 hours.

The developers selected by MSEDCL will set up BESS on a build-own-operate (BOO) basis, with the primary objective of making the energy storage facility available to MSEDCL for charging/discharging of the BESS, on an “on demand” basis.

The developer will make the BESS available for one operational cycle per day, i.e., one complete charge-discharge cycle per day.

MSEDCL will enter into a battery energy storage purchase agreement (BESPA) with the successful bidders for providing energy storage facility to MSEDCL.

The BESS will be charged by drawing power from MSEDCL and inject power to MSEDCL network in accordance with the dispatch instructions issued by SLDC in consultation with MSEDCL.

MSEDCL will provide the required power for charging BESS considering minimum system efficiency under the agreement.
